The Board of the Eurasian Economic Commission (EEC) has approved the declaration form on goods for express freight and its filling-in procedure.
"The decision creates unified and comprehensible rules for the declaration of express freight and provides the legal basis for the transition to their full electronic customs declaration in the countries of the Eurasian Economic Union," the EEC representatives clarified. "Now this category of goods is declared only in writing, although they require automated electronic data processing in the first place due to a significant increase in cross-border e-commerce and the volume of express freight movement".
The transition of the declaration of such goods in the electronic field will speed up the execution of customs operations, providing trade facilitation. At the same time, the automated processing of information about them using the risk management system will improve the efficiency of customs control. The decision of the Board of the EEC also establishes a single procedure for filling in the declaration form for express freight goods. "According to the developers of the solution, the unified rules will help eliminate the subjective approach in the formalization of express freight, which minimizes cases of forced downtime and failure to meet the deadlines for shipping to the final recipient," the press service emphasized.
In addition, the EEC Board has amended the provision on adding licensing and other similar fees for the use of intellectual property to the price actually paid or payable for imported goods. "The purpose of the changes is to ensure the application of unified approaches in the law enforcement practice of the customs authorities, as well as to bring the situation into line with the EAEU Customs Code," the press service added.
